Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm:
Employees were exposed to the hazard of electrical shock due to having
unqualified employee(s)
performing tasks on the site.  Specifically, on July 23, 2000, at a
jobsite near Hatfield Park in
Alva, Oklahoma, an employee receive multiple electrical burns which
resulted in his death on
August 18, 2000.  The employee performing the work was not observed by
another qualified
employee.  The employee observing the work from the ground had no training
and experience
on working with overhead lines.  The employee working above on the line
was exposed to the
hazard of electrical shock because he was not observed by a qualified
observer in accordance
with the company's Operating Practices 08-2 and W7-1 manual.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to ensure that all primary source work is observed by a qualified employee.
