Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm: TCA did not protect employees stenciling pipe on the LOD and Bronx discharge tables from the recognized hazard of falling when walking on pipe. A method of protection for the employees would be to install an automatic stenciler above the pipe racks. ***Certification and Documentation of Abatement Required***on
