Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm in that
employee(s) working in
the derrick were exposed to the recognized hazard of being trapped in the
derrick in the event
of a fire or other emergency on the drilling platform:
An employee worked in the derrick to align the casing that was being run.
Employee(s) in the
derrick without a safe means of egress were subject to be burned, inhale
smoke
and/or fall while
attempting to escape in a dangerous manner.  One feasible and acceptable
method to abate this
hazard is to install an auxiliary means of escape with a specially rigged
and securely anchored
escape line with a safety buggy equipped with a brake or controlled
descent device to provide
ready and convenient egress from the derrick.
