Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of a fall from elevation from self-propelled
aerial work platforms:
a)  Staybright Electric of Colorado, Inc. & 10003 Grant Street, Thornton,
CO: On or
before 10/3/2000, the employer did not ensure that employees were not
using the mid-
and toprail of the Skyjack 3219 self-propelled aerial work platform
(scissors lift) to
access lighting fixtures. This practice is in violation of ANSI A92.6-1990
where it states
in Section 7.11.1 that "personnel shall maintain a firm footing on the
platform floor
while working thereon". This condition exposed employees to falls of
approximately 20
feet.
Among other methods, one feasible and acceptable abatement method to
correct
a)  Use a personnel lift with greater reach;
b)  Use ladders to access areas where the current lift is incapable of
reaching.
