Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to explosion and/or serious burns from unsecured propane containers: a)Construction Site, 2101 Pennsylvania Avenue East, Warren, PA - Four 100 pound containers of LP Gas, being used in a system to cure newly poured concrete, were unsecured at the base of a masonry scaffold. Employees were unloading masonry blocks approximately 18 feet above propane containers. A rough terrain forklift truck was also operating in area of containers. Among other feasible and acceptable methods to correct this hazard are to: 1)Follow guidelines in the NFPA (National Fire Protection Association) "National Fire Codes", NFPA 58, "Standard for the Storage and Handling of Liquified Petroleum Gases", Chapter 5, "Storage of Portable Containers Awaiting Use or Resale", Section 5-2.1.1, that states that "Containers in storage shall be so located as to minimize exposure to excessive temperature rise, physical damage or tampering."
