P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling off flatbed trailers and loads: a) Flatbed loading and unloading areas - Truck drivers who are required to tarp and untarp flatbed loads which are up to ten feet above the ground are exposed to multiple fall hazards when they are climbing up onto and down from the loads without ladders and working on top of the loads without fall protection, on or about 11/20/2002. Among other feasible and acceptable abatement methods to correct this hazard are to provide fall protection, to provide automatic or manual tarping systems, or to provide ladders or portable stairs to safely reach the tarp without accessing the trailer or load.er
