Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
At the job site located at 7th and Broadway, Little Rock, Arkansas,  an
employee
servicing a sign while standing on the drop down platform on the Wilkie
aerial ladder,
was not using any form of fall protection, exposing the employee to the
hazard of falls
from elevation.
Among other methods, acceptable and feasible abatement methods to correct
this hazard
are as follows:
1.Provide and require the use of a personal fall arrest system for employee
working on the drop down platform on the Wilkie aerial ladder.
2.Provide training to employees on correct usage of the personal fall
arrest
system.
3.Provide training to the employees on fall hazards at the job site.
4.Conduct unannounced inspections of job sites to ensure that the personal
fall arrest system is being used by employees.
