employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to fire and explosion hazards
from the improper storage of flammable liquids:
(a)  Location - Mill Room, Upper Shipping, and Lower Shipping Areas:
On or about 10/31/00, over 20,000 gallons of Class I flammable liquids in
storage were not kept
within an inside storage room or cut-off room.
Among other means, one feasible means of abatement would be to make the
lower shipping area into a cut off
room meeting all design and function requirements of NFPA 30 and move all
flammable liquid storage
containers into the cut-off room.ff
