Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: The employee working on the Surround Foam Press was exposed to toluene-2,4- disocyanate at an exposure level of 0.0501 milligrams per cubic meter, approximately 1.4 times the limit of 0.036 milligrams per cubic meter, as an 8-hour time weighted average (TWA), as listed by the National Institute for Occupational Safety and Health (NIOSH). Air sampling was performed on August 6, 2001, at Loudspeaker Components in Lancaster, Wisconsin. The NIOSH recommended exposure limit (REL) was intended to prevent acute and chronic irritation and sensitization of workers but not to prevent responses in workers who are already sensitized. Among other methods, several feasible and acceptable abatement methods to correct this hazard include, but are not limited to the following: 1. Product Substitution, when feasible, employers should substitute a less hazardous material for isocyanates. 2. Closed Systems and Ventilation, engineering controls such as closed systems and ventilation should be the principal method for minimizing isocyanate exposure in the workplace. Exhaust ventilation systems should be designed to capture and contain vapors and particulates. 3. Protective Clothing and Equipment, when there is potential for isocyanate exposure, workers should be provided with and required to use appropriate personal protective clothing and equipment such as coveralls, gloves and goggles and suitable respiratory equipment.y
