Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: fire and explosion The following requirements established by the National Fire Protection Association must be met when handling or processing combustible dust in order to minimize the risk of fire and explosion in the Glatt System Warehouse: 1. A vent in a enclosure (vessel) must be provided to limit the maximum pressure resulting from deflagration. The enclosure or vessel is referred to the entire Glatt system (Glatt machine, duct system, dust collector system and dust waste container). The enclosure must be designed to withstand fullforce of the deflageration. REFERENCE: National Fire Codes 1984, section 68, paragraph 3-1.1 2. The dust collector can be located inside a building only if one of the following exceptions is met: Exception 1: Dust collector is located adjacent to an exterior wall, is vented to the outside through straight ducts not exceeding 10 feet(3 meters) in length, and have explosion vents be located adjacent to an exterior wall, and the dust collector is vented to the outside through straight ducts not exceeding 10 ft in length, and have explosion vent. Exception 2: Dust collector is protected with an explosion suppression system. REFERENCE: National Fire Codes 1984, section 654, paragraph 4-1.3 3. All machines and equipment including duct work, storage bins, and permanently installed and portable vacuum cleaning systems shall be bonded and grounded.
