a.On or about July 3, 2002, a deck hand was not provided to assist the
boat captain
and to handle the lines of the crew boat during night operations, inclement
weather operations, when operations were being performed requiring the
handling
of lines or when conditions of navigation made it hazardous for the
captain to
leave the wheel.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is to provide a deck hand to assist the captain and to handle
the lines
during all operations of the crew boat.
