Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to crushing injuries when moving top heavy electrical
equipment:
a)On or about February 25, 2003, employees were not protected from being
struck
by equipment  when pushing a top heavy rectangular switchgear (3,910
pounds)
in a direction perpendicular to its front or widest side onto a roller bar
that was
placed on a concrete pad, 4 inches higher than the surrounding floor,
while the
switchgear was elevated by a pallet and a hand pallet jack.
Among other methods, one feasible and acceptable method to correct this
hazard
would be to follow the manufacterer's "Installation and Maintenance
Instruction"
manual to install this switchgear.  The manual states only to move
equipment in
a direction parallel to its front or widest side when using rollers.
ABATEMENT CERTIFICATION IS NOT REQUIRED.TION
