North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish to
each of his employees conditions of employment and a place of
employment which were free from recognized hazards that were
causing or likely to cause death or serious physical harm to
employees:
a) facility  --  employees were trained to place their hands
into the cotton bailer to push cotton down with their
hands, and to use a cardboard tube to push the cotton
forward while their hands were in the point of operation
while the cotton baler was operating.
b)  facility  --  employees were trained to use a card brush
on the moving doffer on the reclaim machine while the
reclaim machine was operating.
Among other methods, one feasable and acceptable method to
correct this hazard is to adequately instruct each employee
in the recognition and avoidance of unsafe conditions and
unsafe acts.e
