Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) SCRAP METAL YARD -- THE SHATTER-RESISTANT WINDOWS IN THE CAB OF LINK BELT CRANE(S) #1, #2, #4, AND #5 DID NOT PROVIDE CLEAR VISIBILITY FOR THE CRANE OPERATOR(S), EXPOSING EMPLOYEE(S) ON THE GROUND TO POSSIBLE INJURY FROM BEING STRUCK BY THE CRANE DURING OPERATION. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD WOULD BE TO COMPLY WITH PCSA (POWER CRANE AND SHOVEL ASSOCIATION), STANDARD NO. 4, MOBILE POWER CRANE AND EXCAVATOR AND HYDRAULIC CRANES STANDARDS, 1983, SECTION 6, MOBILE CRANE CONSTRUCTION AND CHARACTERISTICS, 6.01.3, CAB WINDOWS AND/OR OPENINGS SHALL BE PROVIDED AND ARRANGED FOR GOOD VISIBILITY OF THE WORK AREA. A SECOND FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD WOULD BE TO COMPLY WITH ASME/ANSI B30-5-1989, THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS AND THE AMERICAN NATIONAL STANDARDS INSTITUTE, SAFETY STANDARD FOR MOBILE AND LOCOMOTIVE CRANES, SECTION 5-1.8.1(b) WHEREBY CAB WINDOWS SHALL BE PROVIDED IN THE FRONT AND ON BOTH SIDES OF THE CAB OR OPERATOR'S COMPARTMENT WITH CLEAR VISIBILITY FORWARD AND TO EITHER SIDE. CLEAR VISIBILITY FORWARD SHALL INCLUDE A VERTICAL RANGE ADEQUATE TO COVER THE BOOM POINT AT ALL TIMES.
