and Health Act of North Carolina:  The employer did not furnish to
each of his employees conditions of employment and a place of
employment which were free from recognized hazards that were
causing or likely to cause death or serious physical harm to
employees:
a)facility; spool packaging area - no load test for cranes
REFERENCE:  ANSI B30.11-1998; 11-2.2.2 Load test (a) New,
reinstalled, altered, repaired, and modified equipment should
be load tested prior to initial use as determined by a
qualified person.
NOTE: One acceptable and feasible means of abatement is to
have the crane systems load tested.
