Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the condition(s) listed below: At the jobsite of Nortec Specialty Steels located at Bldg. 714 East Airport District, Lubbock, Texas 79401 it was determined that employees are required to lift heavy objects using overhead, underslung, monorail type cranes. The facility has one each of this type of crane located in three departments, turning , wire, and finishing, within the facility. It could not be determined when or if a load rate test, as required by ANSI B30.11.1973, section 11-2.2-Testing, had been completed since they were installed. Additionally, it could not be determined if "frequent" and "periodic" inspections of the these cranes have been performed as required by section 11-2.1 - Inspection, written, dated and signed inspection reports and records were not being maintained as prescribed in section 11-2.15 - Inspection Records. Employees were exposed to injuries associated with a catastrophic failure of a overhead, underslung, monorail type crane for a period of time up to and including 04/02/02. Among others, one feasible and acceptable method of abatement would be to contact an outside professional to assist with the certification, record keeping, inspections and weight testing of the cranes per ANSI B30.11.1973.
