Title 40.1-51.1(a), Code of Virginia: The employer did not furnish employment and a place of employment which were free from the recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: (a) Commonwealth Dimensions, Inc. failed to ensure that all operators wore seatbelts when operating powered industrial trucks. "One feasible and acceptable abatement method to correct this hazard is to require employees to wear the seat belts when operating the powered industrial trucks."al
