Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential fall hazard while working on top of covered hopper cars adjacent to the elevator due to the lack of fall protection. Among other methods, one feasible and acceptable method to correct this hazard would be to install a fall protection system including anchorage points, lanyards and safety body harnesses. (b) Employees were exposed to a fall hazard while operating the manlift in the main elevator which did not have an enclosure on the manlift. Among other methods, one feasible and acceptable method to correct this hazard would be to install a car enclosure on the manlift. (c) The platform on the main floor of the elevator, on the south side of the elevator did not have the stabilization chains in place. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential hazard of rollover and impact hazards while pulling railcars with a 300 International tractor and the use of a chain and/or nylon tow rope. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to change the method of moving railcars by pushing rather than pulling the railcars and to insure that all affected employees are trained in the recognition of the hazards associated with the moving of railcars.
