(a) The fall protection system was not used when employees climb on top of
railcars.
The cable and anchorage points provided did not appear to have sufficient
strength to
hold the force of a falling employee.  Lanyards and safety harnesses could
not be located
in this facility.
Among other methods, feasible and acceptable means of abatement would be
to confirm
the strength of the anchorage points and the cable are sufficient by
confirming with a
professional engineer.  Once this has been accomplished, provide training
and proper fall
protection equipment such as retractable lanyards and safety harnesses for
employees
who
will climb on top of railcars.
