Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) The fall protection system was not used when employees climb on top of railcars. The cable and anchorage points provided did not appear to have sufficient strength to hold the force of a falling employee. Lanyards and safety harnesses could not be located in this facility. Among other methods, feasible and acceptable means of abatement would be to confirm the strength of the anchorage points and the cable are sufficient by confirming with a professional engineer. Once this has been accomplished, provide training and proper fall protection equipment such as retractable lanyards and safety harnesses for employees who will climb on top of railcars. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) The manlift elevator car was not provided with a standard guardrail system or top. (b) The manlift platforms openings were not guarded by a standard gate rail system, gate or off set to prevent employees from walking into the hole when the manlift car was away from the platform. Among other methods, one feasible and acceptable means of abatement would be to comply with the 1965 Elevator Code, American National Standards Institute A17.1., by guarding the manlift car and the manlift platforms.
