12-60-2(a)(3)Safe work places and practices by elimination or reduction of
existing
or potential hazards were not provided in that employees were required to
perform certain
patient transfer tasks resulting in stresses that had caused, were
causing, or were likely to
cause musculoskeletal injuries; e.g., registered nurses were required to
perform solo or two-
person manual lifts of patients who could not assist the nurse
significantly with the lift from
beds, wheelchairs, and/or toilets.  An effective control strategy was not
implemented
to
reduce or eliminate such tasks.  The injury and illness records for 1999,
2000, and 2001
document a pattern of musculoskeletal injuries from such tasks.

Among other methods, some feasible and acceptable abatement methods to
correct this hazard is the implementation of the use of:
1)Engineering Controls:
a)Patient lifting hoists;
b)Sliding sheets/boards; and,
c)Inflatable cushions.
2)Administrative Controls:
a)"No Unassisted Lift" policy for all non-weight bearing patients--lifting
hoists shall be used; and,
b)Specialized "Lift Team" whose members are trained to use lifting
hoists and who perform all lifts.
3)Work Practice Controls:
a)Proper work techniques;
b)New employee conditioning.
