Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards associated with a crane sitting and operating on unstable footing which can cause the crane to lose its footing and tip over. One feasible means of abatement is to use proper crane mats to distribute the load under the pads. Job site: On July 13, 2001, a 20 ton P&H S20 Mobile hydraulic truck crane hoisting a tree section tipped over when the right side outrigger pads sank into soft ground causing the crane to tip over.
