North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a)facility wide -- jib cranes were not load tested prior to initial use. Reference:ANSI B30.11-1998; paragraph 11-2.2.1(a): Load Test; All new, altered, repaired and modified cranes shall be tested prior to initial use. NOTE:Among other methods, one feasible and acceptable method to correct this hazard is have a load test conducted on all cranes within the facility.

Reference:ANSI B30.11-1998; paragraph 11-2.1.2: Frequent inspection before use; Frequent inspections shall be performed at intervals defined in para. 11-2.1.1(b)(1) and shall include observations during operation.. NOTE:Among other methods, one feasible and acceptable method to correct this hazard is to conduct inspections of the hoists prior to every use.y
