Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health
Act of 1970: The
employer did not furnish a place of employment which was free from
recognized hazards that
were causing or are likely to cause death or serious physical harm to
employees; in that
employees were permitted to work adjacent to the 102 foot tall mast of a
Spencer-Harris
7000 Drilling Rig without the mast having properly installed guy wires to
ground anchor
connections.
(a)City of Magnolia, Mississippi drilling location off of Lindburg Road-
Employees were not protected from the hazards of being crushed by and
struck by the
mast of a Spencer-Harris Model 7000 drilling rig, while it was being used
for fuel
drilling operations because guy wires were run from the monkeyboard to the
outriggers of the truck framework instead of being run 90 feet (plus or
minus 20 feet)
from the centerlines of the mast.
Among others, one feasible and useful abatement method to correct this
hazard is to:
(1)Follow the requirements of Spencer-Harris Machines & Tool Company
specification sheet (which replicates the posted placard mounted on the
rig provided
by the manufacturer) which requires the two guylines from the racking board
(monkeyboard) to be connected to ground anchors at 90 feet +/- 20 feet
from the
center line to stabilize the rig against pipe setback and wind loads.
