Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health
Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees, in that employees were exposed to an electrical shock hazard as
the rubber insulating
blankets, line hose and covers had not been electrically tested:
Wortham & Saucier-Lozano Road, Gulfport -
(a)Rubber insulating blankets that were available and being used by
employees
installing the third conductor to convert a 14.4 kv single phase system to
a three phase
system during the period December 23, 2002 thru January 8, 2003 had
visible physical
damage. The rubber insulating blankets had not been tested within the
prior 12 months
to ensure their safe reliable condition. There were no test dates marked
on them and a
record of the last test was not kept by the company.
(b)Rubber insulating line hoses and covers during the period December 23,
2002 thru
January 8, 2003 had visible physical damage.  The rubber insulating line
hoses and
covers had not been inspected or electrically tested to ensure that the
electrical insulating
value was not compromised.
Among others, one feasible and useful method to correct this hazard is to:
Comply with the Marlin Contracting, Co.'s safety manual which is the
American Public
Power Association (APPA) Safety Manual, Twelfth Edition, 1999.  Section 602
delineates the rubber insulating equipment test intervals.

employees, in that employees were exposed to being struck-by vehicles
passing through a
workzone as the employer had not established a transition area when
redirection of the road
users' normal path was required:
(a)Wortham & Saucier-Lozano Road, Gulfport - Utility workers during the
period
December 23, 2002 thru January 8, 2003 were installing an overhead
electrical power
distribution line.  The company's transportation equipment was placed in
and adjacent
to a traffic lane and were not protected from the traffic by use of
barricades and/or
barriers.
Among others, on feasible and useful method to correct this hazard is to:
Follow the requirements for the establishment of temporary traffic control
zones and
transition areas in Part VI of the Manual on Uniform Traffic Control
Devices
(Millennium Edition).
