Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards: a) 7700 Watson Road: An employee working on a billboard used a twelve foot ladder with unsupported base on a sloped ground without having the ladder tied off to prevent sliding and without maintaining a base to height ratio of one-quarter. Among other methods, one feasible and acceptable abatement method is to follow the procedures established by the American National Standard Institute(ANSI) A 14.5-1992(Sections 9.3.3, 9.3.4 and 9.3.5).
