Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to: Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a: Falling hazards causing multiples fractures, severes contusions, lacerations, abrasions and death. a)At the workplace known as Administracion de Correccion, Centro de Detencion del Oeste - Employees were working daily in the process of vigilance and security inside of six vigilancy towers. Each one of these towers have measures from 15 to 26 feet high above the floor. They used continually the fixed ladders to arrive to the observation area without side rails to get a better grip. Those ladders have so many tubes as rungs and even thought they are wet due to the raining anyway they have to be used by the employees causing slippery hazards. Another problem is the base of the top area of such towers because are made of iron and every employee can slip at any time, specially when is wet. Location: At the previously mentioned vigilancy towers of CDO. Among other method, one feasible and acceptable abatement method to correct this hazard is provide side rails and sandpaper to the rungs and the bases of each one of the fixed ladders to avoid falling hazards. Riesgos de caidas ocasionando multiples fracturas, contusiones severas, laceraciones, abrasiones y muerte. a)En el lugar de trabajo conocido como Administracion de Correccion, Centro de Detencion del Oeste - Empleados estuvieron trabajando diariamente en el proceso de vigilancia y seguridad en el interior de seis torres de vigilancia. Cada una de estas torres tienen medidas desde 15 hasta los 26 pies de altura sobre el piso. Estos utilizaron continuamente las escaleras fijas para llegar al area de observacion sin tener pasamanos para tener un mejor agarre. Estas escaleras tienen muchos tubos como peldanos y aunque esten mojados debido a la lluvia, como quiera tiene que ser usados por los empleados ocasionado riesgos de resbalar. Otro problema es la base de la parte superior de las torres porque estan hechas de hierro y cada empleado puede resbalar en cualquier momento, especialmente cuando llueve". Localizacion: En las torres de vigilancia del CDO mencionadas previamente. Entre otro metodos, un metodo de correccion factible y aceptable para corregir este riesgo es proveer pasamanos y lija a los peldanos y a las bases de cada una de las escaleras fijas para evitar riesgos de caidas."
