a:
Punctures hazards at the point of operation causing contusions,
lacerations,
abrasions, fractures and useless on the operators hands.
a)At the workplace known as Mo-Ka Shoe - Employees were working daily and
continuous at the Auto Last area using a machine called Automatic side and
heel laster machine model T, serial number 249 and classified as machine #

which had a two buttons system that require to be pressed at the same time
by
the employee with both hands to begin the process of side lasting.  Once
the
process begins the operator taked off the hands of the point of operation
and
the machine continued working automatically because it had a by pass when
he
had placed a strip of colth or paper material over one of the switches in
order
to build up the height so that he could operate the machine using only one
hand to accelerate the production process in the operation.  Then the
employees need to conduct with both hands two parts of the machine called
"nazos" that carry out glue and they have to assure of scatter it
correctly to
prevent a falling down of glue outside of the registrated area because the
quality of the boot in the operation could be affected.  After of this step
another part of the machine called the fingers pads fix the boot a couple
of
seconds and then two additional parts of it called wipers which are open
to a
frontal position of the machine at the beginning of the operation return
to
a
normal position closing it and finishing the whole process.  On july 29 of
2003
an employee was working with the previously mentioned machine in the
conditions described before.  He tried to take off with the hand a small
piece
of glue which fell down inside of the boot because they are authorized by
the
supervisor to do it to avoid several damages such as perforation and
rupture
when the boot arrives to the vulcanization area where the leather is
placed and
pricked by a mold.  In this area a pressure test is performed.  When the
employee taked off the piece of glue, the finger pads pinch one of the
employee fingers and when he tried to pulled out, another finger was near
to
the wipers and where its closed and return to the original position the
finger
was pricked breaking the bone instantly.

Among other methods, one feasible and acceptable abatement method to
correct this hazard is ensure that operators do not modify or change at
anymanner the two hand trip system at any time, installing a new device in
the
two buttons which avoid the employee can have the opportunity to try of
place
a strip of cloth or paper material over one of the switches so that he
could
operate the machine using only one hand.  In fact the employer have to add
two buttons that interrupt the original cycle of the machine of working
automatically when the glue was applied continue with the process until to
finish it entirely.  It must be completed by the employee using a new two
buttons system that avoid he can put the hand at the point of operation if
he
want to get a small particle of glue or another stuff that fall down while
the
operation is running.
Riesgos de pinchazos en el punto de operacion, ocasionando contusiones,
laceraciones, abrasiones, fracturas e inutilidad en las manos de los
operadores.
a)En el lugar de trabajo conocido como Mo-Ka Shoe - Empleados estuvieron
trabajando diaria y continuamente en el area de Auto Last utilizando una
maquina llamada "Automatic side and heel laster machine", modelo T, numero
de serie 249  y clasificada como la maquina # 22 la cual tenia un sistema
de
dos botones que requiere ser oprimidos a la misma vez por el empleado con
las dos manos para comenzar el proceso de "side lasting".  Una vez el
proceso
comienza el operador saca las manos del punto de operacion y la demas
maquina  continua funcionando automaticamente porque esta tenia un "by-
pass" cuando el empleado le colocaba una pieza de ropa o material de papel
sobre uno de los interruptores incrementando su altura de manera que podia
operar la maquina utilizando solamente una mano para acelerar la operacion
en
el proceso de produccion.  Entonces los empleados necesitan conducir con
ambas manos dos partes de la maquina llamados "nazos" que transportan pega
y estos tienen que asegurarse de regarla correctamente para prevenir una
caida
de pega fuera del area registrada porque la calidad de la bota se podria
afectar.
Despues de este paso otra parte de la maquina llamada "fingers pads" fijan
la
bota un par de segundos y entonces otras dos partes adicionales llamadas
"wipers", los cuales estan hacia la posicion frontal de la maquina al
principio
de la operacion regresan a la posicion normal cerrandose y terminando todo
el
proceso.  En julio 29 de 2003 un empleado estuvo trabajando con la maquina
mencionada previamente en las condiciones descritas anteriormente.  El
trato
de sacar con las manos una pequena pieza de pega la cual habia caido en el
interior de la bota porque sarten estos estan autorizados por el
supervisor para
hacerlo para evitar danos severos tales como perforacion y ruptura cuando
la
bota llega al area de vulcanizacion donde el cuero es colocado y pinchado
por
un molde.  Tambien en esta area una prueba de presion es realizada.  Cuando
el empleado saco la pieza de pega, los "finger pads" pincharon uno de los
dedos y cuando trato de halarlo, otro dedo estaba cerca de los "wipers" y
cuando estos cerraron y regresaron a la posicion original, el dedo fue
pinchado
rompiendo el hueso instantaneamente.
Localizacion:  En el Departamento de "Lasting"Entre otros metodos, un
metodo factible y aceptable para corregir este riesgo
es asegurarse de que los operadores no modifiquen o cambien de cualquier
manera el sistema de dos manos en cualquier momento, instalando un nuevo
dispositivo en los dos botones, el cual evite que el empleado pueda tener
la
oportunidad de tratar de ponerle un pedazo de ropa o material de papel
sobre
uno de lo interruptores de manera que pudiera operar la maquina utilizando
solamente una mano.  De hecho el patrono tiene que anadir dos botones que
interrumpan el ciclo original de la maquina de trabajar automaticamente
cuando la pega es aplicada continuando con el proceso hasta terminarlo
completamente.  Este debe ser completado por el empleado utilizando un
nuevo sistema de dos botones que evite que este pueda colocar la mano en el
punto de operacion si el quiere obtener una particula pequena de pega o
cualquier otra cosa que caiga mientras esta corriendo la operacion."

manner the two hand trip system at any time providing to all of the
operators a
complete training which involve the new changes of the machine, how to
operate it in a safer way including safety tips about any situation that
represent
a possible hazard.

riesgo
es asegurarse de que los operadores no modifiquen o cambien de cualquier
manera el sistema de dos manos en cualquier momento proveyendo a todos los
operadores un adiestramiento completo el cual envuelva los cambios nuevos
de
la maquina, como operarla de una manera segura e incluyendo consejos de
seguridad acerca de cualquier situacion que represente un posible riesgo."
