ARS 23-403(A): Each employer shall furnish to each of his employees employment and a place of employment, which are free from recognized hazards that are causing or are likely to cause death or serious physical harm to his employees. Side brackets were used outboard of the scaffold to store materials, in lieu of being installed inboard and used as a work platform in accordance with the manufacturers recommendations. (a) West side of structure: Side brackets were mounted on the outboard side of a tubular welded frame scaffold that was 14'8" high 7' wide and 287' long and was used to store material in lieu of being mounted inboard, and used as a work platform in accordance with the manufacturers recommendations.
