Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a crushing hazard created by the sudden and unpredictable
descent of vehicles
elevated by automotive lifts:
a)Service Department, Blue Side, on or about 2/19/03:  Ammco Lift, serial
#P000010013 had missing locking devices for the front swing arms.
b)Service Department, on or about 2/19/03:  Weaver Lifts, serial #5AH-554
and
#5AH-550, periodic inspections were not being conducted on the lifts and
the
equalizer chains were corroded and not lubricated.
c)Service Department, on or about 2/19/03:  The employer did not train and
document employees were instructed in safe use and operation of the lifts.
Among other methods, several feasible and acceptable abatement methods to
correct
these hazards are to:
1.Install and/or repair locking devices for swing arms.
2.Establish a periodic inspection procedure as recommended by the
manufacturer to ensure the safe operation of the lift.
3.Document that all employees have received training in the safe use and
operation of the automotive lifts and their safety devices.
Abatement certification must be submitted for these items.
