North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) jobsite -- the height of the free-standing manually propelled mobile scaffold tower, being used inside the church sanctuary under construction, was greater than 4 times the minimum base diminsion. The scaffold was approximately 38 feet high, and the minimum base diminsion was 5 feet. Among other methods, one feasible and acceptable abatement method to correct this hazard is to install outriggers on the base of the mobile scaffold to increase the base diminsion.
