Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a)Cheese Puff Department - Packaging machines numbered 4 and 5 - Employees required to step one foot off the ladder in order to reach the conveyor to clean it were exposed to falls estimated at heights of up to 8 feet. Among other methods, a method of abatement could include but would not be limited to installing catwalk platforms equipped with standard railings and toeboards.
