Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to fall metal parts:
a/ Rahway Ave., Die Set Area(s):   Procedures provided to employees who
are required
to perform lifting operations of steel and aluminum plates, ranging from
10 pounds to
approx. 4 tons, were not specific and uniform.  One feasible and useful
method to
correct the condition is to provide procedures to include, but not limited
to the following:
1/  The specific weight of the steel or aluminum plate must be determined
prior to the
lifting operation to prevent the employees from having to estimate the
weight.
2/  The appropriate lifting device to use, based on the size and weight of
the
plate.
3/  Means to check the lifting device (every time) to ensure that it is
secured to the plate
before the plate is lifted.
4/  The type of check to make when the plate is at floor level and when
the plate is on
the work table.
5/  Any and all tools that must be used to make the check.
6/  Specific steps to follow when de-scaling or de-burring, etc., of rough
finished plates.
7/  And/or other approved means.
8/  Instructions to ensure employees keep all body parts from under the
load
9/  Procedure training - include all exposed employees.
