Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:
Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico:
El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a:
Structural steel handling operation - supervisors and employees were not
trained adequately on
the necessary precautions for the handling of loads with overhead type and
other types of cranes
where employees were exposed to be strucked and/or crushed by the load
that could result in
injuries of contusions, amputations and/or death.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to provide adequate training based on a standard operation procedure to be
established in writing
for the operation of this type of crane, as well as for other cranes.
There has to be clearly
established the procedures for the safe operation of beam handling
including among others, the
safety rules, the daily inspection of the crane components, methods to be
used to provide
training, and the authorization and certification of the employees
competence to operate the
cranes.  It is recomended that all the trainings and certifications be
documented with all the
necessary information to make evident that the employees were adequately
trained.
Operacion de manejo de acero estructural - supervisores y empleados no
fueron adiestrados
adecuadamente en las precauciones necesarias para el manejo de cargas con
gruas de tipo
"overhead" y de otros tipos donde los empleados estaban expuestos a ser
golpeados
y/o
aplastados por la carga que podia resultar en lesiones de contusiones,
amputaciones y/o muerte.
Entre otros metodos, un metodo factible y aceptable para corregir este
riesgo es proveer un
adiestramiento adecuado basado en un procedimiento estandar de operacion
que se establezca por
escrito para la operacion de este tipo de grua, al igual que para otras
gruas.  Se deben establecer
claramente los procedimientos para la operacion segura del manejo de vigas
incluyendo entre
otras las reglas de seguridad, la inspeccion diaria de los componentes de
la grua, metodos a
utilizar para proveer adiestramiento, y la autorizacion y certificacion de
competencia de los
empleados para operar las gruas.  Se recomienda que todos los
adiestramientos y certificaciones
se documenten con toda la informacion necesaria para evidenciar que se
adiestro adecuadamente
a los empleados.nte
