Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees working as Bulk Loaders in the Truck Loading area and were exposed to the following fall hazard: Employees working on an elevated work platform, used to gain access to the rear ladder of a tank truck, had a step across distance from the work platform to the truck of 24-48 inches. Employees exposed to a fall distance of 56 inches (4 feet, 8 inches). Among other methods, one feasible and acceptable abatement method to correct this hazard is the use of a hinged, guarded platform to protect workers during this crossover. Step across distances should be reduced to 12 inches or less.
