OSHA opens inspections for many reasons: routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm:
On September 28, 2002, an employee moving stuck pipe down the
inspection/paint spray area
conveyor line by placing his hands on the pipe and pulling was exposed to
the recognized hazard
of being struck-by the pipe as another was sent down the line towards him.
A feasible and acceptable method of abatement is to develop written
procedures regarding the
moving of pipes and ensure these procedures are clearly conveyed to all
employees and
effectively enforced. The employer should ensure proper preventive
maintenance is performed
on conveyor line rollers.
