Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to hazard of tripping, falling and crushing:
a)  Conveyor Area - The employees are walking on a moving conveyor belt to
sort and
remove refuse from the material to be compacted on or about 8/6/02.
b)  Conveyor Area - Employees walk on the moving conveyor and the conveyor
was not
provided with an emergency stopping device.  If the employee falls they
would be pulled
into the compactor on or about 8/6/02.
c)  Conveyor Area - Employees were not trained how to operate the conveyor
on or
about 8/6/02.
d)  Conveyor Area - No audible alarm was supplied to let employees know
that
the
conveyors are starting on or about 8/6/02.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to:
a) Enforce the ANSI B20.1-1987, section 5.12(d) safe operating procedures
prohibiting
employees from walking /working on moving belts;
b)  Enforce the ANSI B20.1-1987, section 5.11.2(c) Controls, shall be
furnished with
emergency stop buttons, pull cords, limit switches, or similar emergency
stop devices;
c) Enforce the ANSI B20.1-1987, section 5.12 Operation, Only a trained
person shall be
permitted to operate a conveyor; and
d) Enforce the ANSI B20.1-1987, section 5.11(b)(1) Controls, When a
conveyor that
would cause injury when started, an audible device shall be provided that
can be clearly
heard at all points along the conveyor.
Abatement certification required within 10 days after abatement date.
The certification
shall include a statement that abatement is complete, date and method of
abatement, and
states employees and their representatives were informed of this abatement.
