Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing of likely to cause death of serious physical harm to employees in that employees were exposed to the hazard of being caught under vehicle or the lift structure or being struck by a falling vehicle in the event of hydraulic failure while vehicles are being serviced. a) Automotive Service Department: Auto Technicians performed wheel alignment services without using the locking mechanisms and did not engage locks on lifts with manual locks on or about 1/03/03. b) Automotive Service Department: Operator lift instructions were not posted on Rotary Lifts 7028 and L684492 on or about 1/03/03. Among other methods, the following are feasible and acceptable abatement methods to correct these hazards: (1) Develop and implement a periodic inspection and maintenance schedule to be performed as required by the ALI ALIOM- 1994 Standard for Automotive Lifts Safety Requirements for Operation, Inspection and Maintenance: (2) Provide employee operator training on hazard recognition and safety procedures as well as enforcement of the procedures; (3) Document employee operator training and inspection and maintenance performed; (4) Post lift operating instructions; (5) When the locking devices do not engage mid way up the wheel alignment lifts, utilize jack stands for additional automotive support per ALI SM93-1 Lifting it Right, a Safety Manual from the Automotive Lift Institute;(6) Comply with the American National Standard for Automotive Lifts, ANSI/ALI B153.1- 1990 Safety Requirements for the Construction, Care and Use of Automotive Lifts.tive
