Section 5(a)(1) of the Occupational Safety & Health Act of 1970: The employer did not furnish employment or a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of unsecured steel impeller wheels during their fabrication. Illinois Blower Inc. - Welding fixture/positioners were not equipped with clamping/holding devices to stabilize large heavy impeller wheels during welding operations. A feasible and acceptable means of abatement is to follow the guidelines established by the American Welding Society that stresses the use of fixture/positioners or to utilize cantilever cranes to stabilize the wheels if the old method of fabrication is continued.
