Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of fracture, laceration and contusions: (a) Warehouse- The employer allowed the Webco TDS slitter to be operated while the J-Table limit switch was mechanically bypassed. This enabled the ejection of large diameter paper rolls, capable of injuring employees, without any guarding for the those working in the area. Among other methods, one feasible and acceptable method to correct this hazard is to include, but not be limited to the following: (1) Set the J-Table limit switch to operate in conformance with the operating instructions provided by the original equipment manufacturer. No abatement certification or documentation is required for this item.
