Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a fall hazard while installing facia material.
(a)At the Lincoln Lutheran Atrium Assisted Living Center located at
3900 N. Main Street, Racine, WI, employees were exposed to an
18 foot fall-to-grade hazard while climbing the guardrail system of
the SkyJack SJ7027 scissors lift for the purpose of accessing the
second floor top plate to secure a loose roof truss.
Among others, an acceptable means of abatement would be to
follow the ANSI/SAI A92.6-1990 Self-Propelled Elevating Work
Platforms section 7.11.1 Personnel Footing, which states that
personnel shall maintain firm footing on the platform floor while
working thereon.  In addition, the manufacturer's warning/danger
placards posted in and clearly visible within in the lift, specifically
warned under #5, "DO NOT STAND OR SIT ON GUARD
RAILS".
No certification required.  Violation Abated.on
