A feasible means of abatement would be to comply with the American National
Standards Institute (ANSI) A92.6-1999 Self-Propelled Elevating Work
Platforms
which requires workers to maintain firm footing on the platform floor while
working thereon and states that climbing by occupants on the midrail or
toprail
of the aerial platform is prohibited.
No certification required.  Violation Abated.on
