Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to: Potential falls in excess of 200 feet at the WKBN tower
erection site in Poland,
OH:
The employer was observed lowering a worker from the top of the tower
under construction,
a height of approximately 240 feet using a side mounted winch; the winch
is not designed for
personnel hoisting or lowering.
Among other methods, feasible and acceptable methods to control the
hazards are:
1.  Ensure that the side mounted winch is never used for personnel
hoisting or lowering;
2.  In the event that workers are to be hoisted or lowered using powered
hoisting
system that
the system meet all specifics required under the OSHA Compliance Directive
CPL 2-1.29
Interim Inspection Procedures During Communication Tower Construction
Activities.
PLEASE NOTE:  Abatement information needed for this item could include,
but is not
limited to: written company program demonstrating the proper
hoisting/lowering methods
per CPL2-1.29 on a certified personnel hoist system; no longer using the
winch for
personnel hoisting/lowering; and other pertinent information in proper
personnel
hoising/lowering.
