North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of
North Carolina: The employer did not furnish to each of his employees
conditions of
employment and a place of employment free from recognized hazards that
were causing or
likely to cause death or serious physical harm to employees, in that
employees were exposed
to life threatening environments without adequate backup:
a)Facility - employees (police officers) are unable to reach dispatchers
on hand-
held radios from numerous  dead spots throughout the jurisdiction. Since
the
officers do not work in pairs, this severely restricts their ability to
call for
backup when away from their vehicle. This places the officer in a condition
of potentially grave and life threatening risk/danger.
Among other methods, one feasible and acceptable method to correct this
hazard would be to install additional (or more powerful) radio repeaters,
to
increase the capabilities of the county (dispatchers) communication
system.
