Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to a struck by hazard:
a.In the coil slitting area, the employer did not implement adequate safe
work procedures in that
employees were exposed to falling steel coils when making adjustments or
loading the Brodeur slitting
system payoff (uncoiler).
On or about April 22, 2003, an employee was killed when struck by a steel
coil that fell from the
Brodeur slitting system #2 payoff.
Among other methods, feasible and acceptable abatement methods to correct
this include, but are not
limited to the following:
1.Follow ANSI B11.18 - 1997 protocol and instruction for exposed employees
which
among  other things requires the implementation of safe work procedures
during
material loading, unloading, threading, and operation which would include
any
adjustments that expose employees to struck by hazards from coils falling
from the
payoff. Specifically, Section 9.1 Care and Use which states: Safe
procedures shall be
developed and implemented for the care and use of coil processing machines
and
machinery systems, including: loading and unloading materials, threading
and
operation.
2.Utilize safety attachments recognized by the slitting industry such as
but not
limited to, mandrel attachments, coil keepers and coil cars.
