SECTION 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did
not furnish employment and a place of employment which were free from
recognized
hazards that were causing or likely to cause death or serious physical
harm to employees
in that employees were exposed to:
Section 5(a)(1) of the Occupational Health and Safety Act of 1970: The
employer does not
furnish employment and a place of employment, which are free from
recognized hazards that
are causing or likely to cause death or serious physical harm to
employees, who are ascending
and descending to and from the working levels of a 500-foot self-support
communications. The
employer violated this obligation during the week of January 12, 2003, at
a worksite located at
3131 Dawson St, Dallas, Texas when employees were hoisted from the ground
to the working
levels of a communications tower by a "Force 5" air winch.  The employees
were exposed to
that hazard of falling more than 60-feet to the lower level and/or
striking the tower.
Among other methods, recognized and feasible means of abatement to correct
this hazard
include, but are not limited to:
a)When hoisting personnel use only those hoists that have been designed
for that purpose
and meet the criteria set forth in ANSI/ASME A10.22-1990 for "Rope-Guided
and Non-
guided Worker's Hoists Safety Requirements."
b)Comply with OSHA Compliance Directive, CPL 2-1.36 Interim Inspection
Procedures
During Communication Tower Construction Activities.
Pursuant to 29 CFR 1903.19(d), the employer must provide documentation
that this violation
has been abated within 10 calendar days of the date it receives this
citation.
