Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to thermal burn hazards from steam and hot water. a.Alabama River Pulp, Power House: On 10/15/02, employees were exposed to a release of steam and hot water, when steam from the deaerator storage tank (DST), a pressure vessel, inadvertently entered the atmospheric condensate storage tank (CST), a non-pressure vessel, at a rate which caused the CST to pressurize and to rupture. Among others,feasible and acceptable methods to correct this hazard are: to install a pressure reducing valve on the DST that will not allow steam to pass from the DST to the CST and/or increase the size of the CST's of the vent pipe.
