General-duty citation text
Section 5(a)(1) of the Occupational Safety & Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employee(s), in that, an employee was working beneath a running school bus exposing the employee to severe crushing hazards: 21 Richards Road, Plymouth, MA: On December 18, 2002 an employee was seriously injured when the school bus he was working on unexpectedly rolled forward and was struck by the rear wheels of the bus pinning him to the ground. One feasible method of abatement, among others, is to reinforce the need for yard mechanics to use wheel chalks whenever they are working on vehicles. Further, the employer should establish a written work rule, effectively communicate that rule to affected employees, uniformly enforce the work rule, and establish a means to discover non-compliance with the rule.
