Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a "struck-by" hazard: a) 370 Dover-Chester Road, Randolph, NJ. Signs showing "road work ahead" and "lane narrows" were not displayed as per the Federal Highway Administration-Manual on Uniform Traffic Control Devices (MUTCD) guidelines to give motorists advance notice of workers and their equipment in the road and on the shoulder. Violation observed on or about 10/23/02. "Among other methods, one feasible and acceptable abatement method to correct this hazard is to train employees in safety while working in or adjacent to roadways which would include the placement of signs in advance of the workzone."
