Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to burn injuries from the
potential dust explosion hazard:
(a)Aluminum Polishing and Grinding Area - The employer did not have the
power supply to
stand belt grinders number 10, number 12, number 14, and number 15
interlocked with the
airflow from the exhaust blower and the liquid level controller of the
separator on the KEI
water filter dust collector, employer machine number C2, so that improper
functioning of the
dust collection system would shut down the stand belt grinders.  Also,
these stand belt grinders
did not have time delay switches or equivalent devices to prevent starting
of their motor drives
until the separator was in complete operation, on or about March 14, 2003.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THIS
HAZARD INCLUDES FOLLOWING NFPA 651, STANDARD FOR MACHINING AND FINISHING OF
ALUMINUM AND THE PRODUCTION AND HANDLING OF ALUMINUM POWDERS, 1998 EDITION,
WHICH SPECIFIES INTERLOCKING THE POWER SUPPLY TO THE DUST-PRODUCING
EQUIPMENT WITH THE AIRFLOW FROM THE EXHAUST BLOWER AND THE LIQUID LEVEL
CONTROLLER OF THE SEPARATOR SO THAT IMPROPER FUNCTIONING OF THE DUST
COLLECTION SYSTEM WILL SHUT DOWN THE EQUIPMENT IT SERVES AND PROVIDING A
TIME DELAY SWITCH OR EQUIVALENT DEVICE ON THE DUST-PRODUCING EQUIPMENT TO
PREVENT STARTING OF ITS MOTOR DRIVE UNTIL THE SEPARATOR IS IN COMPLETE
OPERATION.
