Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to electrical hazards: a) Lieberts Global Services provided torque wrenches that were not listed and insulated for the maximum working voltage of the Uninterrupted Power Supply (UPS) Battery System located in the battery room of the Support Service Building at 2500 Lake Cook Road, Riverwoods, Illinois. The non-insulated torque wrenches were provided to employees of the Maron Electric Company for use during the bolt torquing portion of the Institute of Electrical and Electronic Engineers (IEEE) certification of the UPS Battery System. A feasible means of abatement would be to provide listed and insulated non-sparking type tools as required by the 2000 Edition of the National Fire Protection Association 70E (NFPA 70E), Part IV, Chapter 3, Paragraph 3-9, Subparagraph 3-9.1. or in the alternative: a) Lieberts Global Services provided torque wrenches that were not tested in accordance with the standard specification for insulated and insulating hand tools and did not meet the standard specifications for tested insulated and insulating hand tools as prescribed in ASTM F1505-01. The torque wrenches were provided to employees of the Maron Electric Company for use during the bolt torquing portion of the Institute of Electrical and Electronic Engineers (IEEE) certification of the Uninterrupted Power Supply (UPS) Battery System located in the battery room of the Support Services Building at 2500 Lake Cook Road, Riverwoods, Illinois. A feasible means of abatement would be to provide listed and insulated non-sparking type tools that meet the standard specifications for insulated and insulating hand tools as prescribed in ASTM F1505-01. No abatement documentation required for this item.
